HAMBURG, Germany (Reuters) - Japan blocked European Union efforts on Tuesday to set a 2009 deadline for agreement on an international pact to battle climate change once the Kyoto Protocol on reducing carbon emissions expires in 2012.
Germany, which holds the EU's rotating presidency, said in a statement at a meeting of EU and Asian foreign ministers in Hamburg that negotiations to establish a new framework for tackling climate change should be completed by 2009.
But Japan said big polluters such as the United States, China and India should sign up before any target was set.
"Japan cannot agree with this (2009 target) because we should think about how we can invite non-Kyoto members such as the U.S., China and India and others," Japanese Foreign Ministry spokesman Mitsui Sakaba told reporters. "We should work first for the inclusion of those countries. Fixing the target should come much later."
Germany is leading a drive to persuade the United States to follow Europe's lead on climate change before a June 6-8 summit of the Group of Eight industrial nations.
Chancellor Angela Merkel wants the G8 to agree concrete steps that would prepare the ground for an extension of the 1997 Kyoto Protocol, which commits signatories to reducing emissions of carbon dioxide and other greenhouse gases. "We need the Asians as well," said a spokeswoman for EU External Relations Commissioner Benita Ferrero-Waldner.
"Global warming is something that is global and we need all continents participating in the post-Kyoto plan."
The EU has agreed to cut its greenhouse gas emissions by at least 20 percent by 2020 compared to 1990 levels, challenging industrial and developing countries to go further with a 30 percent cut that the EU would then match.
The Hamburg meeting brought together the 27 EU states with the 10 countries in the Association of South East Asian Nations, as well as China, Japan, South Korea, India and Pakistan.
The German statement underlined the need for "a global and comprehensive post-2012 climate regime" but indicated that not all countries would be expected to move at the same pace.
After talks with EU ministers in Hamburg on Monday, Chinese Foreign Minister Yang Jiechi said climate change had not been created by developing countries and a balance had to be struck between the right to develop and the environment.
He said China had set targets for reducing emissions and introduced laws to encourage energy-saving and efficiency and would welcome more transfer of clean technology from the developed world.
The Association of South East Asian Nations said its 10 members needed time but action was required.

"Leave my daughter alone. Give her freedom," ang sinasabi daw niya kay Yilmaz, kaya hindi na raw ito sumunod ng Amerika para makipagkita sa kanila.
Sa Huwebes na raw sila babalik at mukhang wagi si Tita Anabelle sa pagbabantay sa kanyang anak at mga apo na kasama pa rin niyang maiuuwi sa Pilipinas.
Charee Pineda is in the hot seat after executives at ABS-CBN, particularly those involved in its latest primetime show on Saturday, learned that she accepted an offer from competing network GMA-7.
Charee is one of two from Let’s Go that have been retained for Gokada Go premiering this Saturday night.
Enrico Santos, business unit head of the group producing Gokada Go, explained that Charee was retained in Gokada because the network (or at least his unit) has big plans for her.
Enrico was surprised to learn about this development on Charee’s career and asked to meet with manager Becky Aguila so they can discuss the problem with her.
Welcome the new, forget the old
Many members of the cast of Let’s Go were not retained in Gokada Go. We think it’s unfair to let them go just as quickly as they were quickly taken in. First, these kids were the ones who were slugging it out with the competition for the ratings.
Enrico explained to us that a lot of them are no longer teenagers, and so they wouldn’t fit the concept of the new show. They will be in other shows in ABS-CBN. That Santos assured us.
Kim Chiu and Gerald Anderson are the main attractions in Gokada Go, plus car racing heartthrob Matteo Guidicelli, and award-winning actress Gina PareƱo, as the owner of the dormitory.

Independent candidate Francis "Kiko" Pangilinan topped the "Magic 12" in the latest vote count from three polling precincts at the Philippine Consulate in San Francisco, ABS-CBN North America News Bureau reported Tuesday.
It took the electoral boards five hours to check and verify 1,190 absentee ballots. The vote counting began at 5 a.m. California time.
The special boards of election inspectors counted ballots cast for senators and party-list groups. As of noon, 439 ballots have been counted and tallied in the precincts at the San Francisco Consulate.
The Genuine Opposition senatorial bets enjoyed a slight edge over the administration's Team Unity.
Pangilinan topped the "Magic 12", with over 300 votes. Re-electionist Manuel "Manny" Villar is 2nd, followed by Loren Legarda. Joker Arroyo is 4th; Ralph Recto is 5th, followed by Benigno "Noynoy" Aquino.
Francis "Chiz" Escudero is 7th; Mike Defensor, 8th; Panfilo "Ping" Lacson is 9th; Alan Peter Cayetano, Edgardo Angara and Sonia Roco round up the Magic 12.
There is no clear frontrunner among the 55 party-list groups since quite a number of voters did not vote for a party-list group.
Very few voted for dual citizen Teodoro "Ted" Aquino. But since he was disqualified and is not on the official list of candidates, officials had to declare them stray votes.
Twenty voters waited till the last-minute to cast their ballots, beating the midnight deadline.
Consular officers and employees were in full force for the meticulous and transparent process of counting and tallying. With a report from Ging Reyes
The unavoidable! On its second airing, Showbiz Central’s Mega Manila survey rating nosedived to 8.5 percent, a hefty decrease from the 11.7 percent opening rating. The Buzz, on the other hand, increased from 13.8 percent to 15.2 percent, clearly getting Showbiz Central’s points loss. The Buzz rating is even higher than Startalk’s at 15.1 percent, an unimpressive figure considering it has no direct competitor. Why this slaughter? As Buzzstation pointed out: Showbiz Central offers nothing new except a mishmash format, an ineffective host in Raymond Gutierrez, and the Central Jury concept failing to excite. What do we get? From Showbiz Central: fluff (features on starlets, has-beens and bloated newbits); from The Buzz: compelling news (the Toni Gonzaga accident and the baptism of Jay Manalo’s new child scoops, the inside story about the PDA 6 trouble and the exclusive Kris Aquino interview). With such an imbalance, ratings favored The Buzz that satisfied viewers the most!
With substitute host Ruffa Gutierrez divorcing Ylmaz Bektas, it just about completes the demolish of The Buzz of Showbiz Central. If Ruffa will decide to treat her story as exclusive material for The Buzz, it will give the showbiz-oriented show another explosive story like Kris Aquino has given it 101 explosive and exclusive stories.
ABS-CBN seems to be in a win for morning and noontime.

MovieGoer Pinoys in US hooked on TFC Nestor Cuartero
JUST GOT BACK from a long vacation in the States, where many Filipino households, we discovered, are hooked on TFC, or The Filipino Channel. In North America alone, TFC, the international arm of ABS-CBN, claims viewership of 995,000. Worldwide, it has approximately 1.6 million viewers.
In the past, says our old friend, Dolly Atienza of Bellflower in LA County, admitting that one was a regular and loyal follower of Philippine-made soap operas or ‘Wowowee’ was a source of embarrassment. Not anymore.
‘Filipinos now discuss openly how entertaining Wowowee has become, like it was a source of national pride,’ according to Dolly.
In offices, Pinoy workers exchange stories about how ‘Maging Sino Ka Man’ or Walang Kapalit turned out the night before. Each one has a theory or a sub-plot to offer as friends and family members dissect every twist and turn in these popular nightly dramas.
Their last point of conjecture revolved on the following issues. Is Tomas Arroyo (Bembol Roco) the missing father of Eli (John Lloyd Cruz)? Is Amang (Phillip Salvador) the real father of JB (Sam Milby)?
* * *
THE WAY FILIPINOS in many households discuss the many conflicts posed by these soap operas, one would think they’re talking about their own family members back home. Noel and his best friend, Cesar, who are both devoted family men, go as far as updating one another on what transpired the night before in case one missed catching it on TFC because of either work or errand. In which case, the two men alternate in recording episodes they stand to miss. in many households discuss the many conflicts posed by these soap operas, one would think they’re talking about their own family members back home. Noel and his best friend, Cesar, who are both devoted family men, go as far as updating one another on what transpired the night before in case one missed catching it on TFC because of either work or errand. In which case, the two men alternate in recording episodes they stand to miss.
One time, Cesar asked Noel as they spoke about Jackie (Bea Alonzo) and Eli, Celine (Anne Curtis) and JB, Melanie (Claudine Barretto) and Noel (Piolo Pascual), on the office phone: ‘You think someone might be listening to our conversation?’
Everywhere we went, from Orange County in Southern California to Redding in the North, Filipinos had a thing or two to say about Eli and Jackie, Celine and JB, and the great Willie R of ‘Wowowee.’ I think the beauty of it all lies in the new-found pride Filipinos abroad have found in Filipino-produced programs.
Dolly says these shows are being patronized by not just Filipinos from the lower classes but also those from the upper classes.
‘The drama shows are generally good, they’re comparable to films,’ says Marie, a long-time nurse from Garden Grove. Marie laments that since she got hooked on TFC’s dramas, ‘TV Patrol’ and ‘Bandila,’ she has lost track of her American soap operas. They air on the same evening timeslots.
Watching Filipino programs regularly has also served another purpose. It has galvanized conversations in households, making it interactive, in a manner of speaking.
ABS-CBN Q1 profit more than doubles on ad volume, pol ads
ABS- CBN Broadcasting Corp., the nation’s biggest media group, said its first-quarter net income more than doubled, lifted by strong advertising volume as well as political advertisements during the election season.
The company posted a quarterly profit of P280 million, 138 percent higher than net earnings of P118 million in the same period last year.
This puts the company on track to achieve its P1-billion net profit target for 2007.
Operating income grew 38 percent to P532 million, which translated to an operating margin of 13 percent as against 10 percent in the same period last year.
Earnings before interest, taxes, depreciation and amortization (EBITDA) went up by 29 percent to P1.119 billion.
Gross revenue increased 8 percent to P4.183 billion, as gross airtime revenue grew by 20 percent to P2.717 billion.
The combined sale of services and sale of goods of subsidiaries also posted a 16 percent increase to P1.38 billion, driven by strong performance of ABS-CBN Global and ABS-CBN films.
As of end-March, ABS-CBN Global had 1.6 million viewers worldwide, up 18 percent from a year earlier.
Film revenue also rose 51 percent buoyed by robust ticket sales of ABS-CBN movies.

MARITONI FERNANDEZ - Mas pinili ang 'The Buzz' kesa 'Showbiz Central?'
Rey Pumaloy
