The four (4) major TV networks will be airing "The State of the Union Address" (unfortunately, The CW will not be airing that thing, instead they will be airing "Gossip Girl Revealed"). My Best bets on what network can win the ratings war are the following in terms of the address of Bush's speech:
CBS - Has a big chance of winning since it dominated some days of the week by offering reruns/repeats and audience tuning in on CBS. And The Eye is most likely to maintain its audience. But also it has a huge chance of losing the #1 spot for the night because the controversial "CBS Evening News with Katie Couric"
ABC - Since being neck-to-neck with its newscast "ABC World News" against "NBC Nightly News" in the ratings and viewers, ABC has a big chance (also) of winning the special coverage since it is also the "most credible news" on Broadcast TV (not cable). And it also airs "Dance War: Bruno vs. Carrie Ann" on the usual timeslot that is been emptied because of the address.
NBC - "NBC Nightly News" audience can tune in. And has a big chance of winning not only because it shares the #1 spot (for Broadcast TV's #1 Newscast) with "ABC World News" because it also airs "American Gladiator" on the usual time that is been preempted because of the address from Pres. Bush.
FOX - FOX doesn't air a national newscast but this showing of the address from FOX is more likely to lose than CBS. It doesn't mean I hate FOX, its just LUCK that FOX will win the ratings.
Exclusion:
The CW - Has big chance of being steam-rolled by the 'Big 4' (as usual). A "Gossip Girl Revealed" will air (most likely to get a 0.7 to 1.2 household rating). The special is about behind the scenes of "Gossip Girl."
CBS - Has a big chance of winning since it dominated some days of the week by offering reruns/repeats and audience tuning in on CBS. And The Eye is most likely to maintain its audience.
